# Adding Compliance and Finance Rules

Complete your compliance settings before you start fundraising. Political organizations need contribution rules and legal disclaimers in place before they take contributions. GoodChange shows what you enter on your forms and receipts. Your organization is responsible for its own filings and rules.

Only an **Organization owner** can change settings.

### Check the Readiness panel

1. Click the **Settings** gear in the top bar, then **Compliance**.
2. Look at the **Readiness** panel on the right. It shows how many required items are done, for example "3 of 3 required complete".

Required:

- **Legal disclaimer** (on every form and receipt)
- **Committee address**
- **Contact email**

Optional:

- **EIN**
- **Treasurer on record**
- **Two-factor**. The panel marks it as optional and worth turning on.

### Fill in each section

- **Classification**: your **Organization type**, for example Federal PAC. Click **Edit** to change it.
- **Contribution limit**: optional. See below.
- **Contact & address**: primary email, phone, website, and address.
- **Contributor details**
- **Security**: see below.
- **Registration**: **Affiliation** (optional) and your **EIN**.
- **Treasurer**: name and email. The treasurer is the person legally answerable for your committee's records. Their name appears on your compliance reports.
- **Donation form & receipts**: your legal disclaimer, contribution rules, and privacy policy.

### Add contribution rules and your privacy policy

1. In **Settings → Compliance**, go to **Donation form & receipts**.
2. Under **Contribution rules**, enter one rule per line. For example, "I am at least eighteen years old."
3. Under **Privacy Policy**, add your privacy policy. It is optional. If you run a text program, add your opt-out language here.

Contribution rules show under every screen of your donation forms. If you leave them blank, federal candidate committees show the standard federal rules. Other organizations show none, because the rules vary by jurisdiction.

### Set a contribution limit

Under **Contribution limit**, enter a **Limit per contribution ($)**. It is optional. Leave it blank for no limit. If someone enters an amount over the limit, they can't continue past the amount step.

### Require two-factor authentication

Under **Security**, turn on **Require two-factor authentication**. Everyone on the organization must then have an authenticator app before they can open the workspace. Each person sets up their authenticator from their own account settings.

### Check your Paid for by line

The **Legal disclaimer / Paid for by** line is read-only in Settings → Compliance. It uses the **Legal business name** in **Settings → General**. If you leave that name blank, GoodChange uses your organization name. The line shows under every screen of your donation forms and on every receipt. Make sure it matches your paperwork exactly.
